Notwithstanding the sudden and exceptional spurt in army casualties” of the Indian troops in Jammu and Kashmir, Indian generals are not prepared to read writings on the wall and they in line with hawks of the BJP government advocate all known and unknown ruthless and inhuman measures to suppress the uprising against alien rule in Kashmir. Maj. Gen. AshokK.Mehta founder member of the defence planing staff of the chief of staff community and a former general officer commanding of the Indian peace-keeping force in southern Srilanka in an article in News week 19sept 98, without mincing words urges upon the government to end militancy in J&K, because among other reasons,he says,” the Talibans overwhelming successes against the northern alliance in Afganistan will soon open a direct root in to J&K through Badakhshan.” The general like other Indian leaders calls Kashmir uprising by the name of a proxy war by Pakistan in Kashmir. He says that four officers, three JCOs and 58 soldiers killed and six officers 12Jcos and 170 soldiers wounded, all in 40days week ending 16August 98,is the highest 40 day toll of losses since the proxy war began many years ago.”
He further reports the proxy war and army casualties were key issues during the recent annual army infantry commander’s conference in Mhow over which chief of army staff general V.P.Malik, an infantry officer presided. Maj. general Ashoke Mehta is terribly concerned to notice” high casualties, mounting stress and growing turbulence” which has made infantry the least popular arm.” Therefore, he advocates weapon locating radar electronic warfare equipment and anti improvised explosive Device (IED) vehicle and equipment for at least four years and hopes” the army casualties would come down by more then half and militancy dealt a massive blow.”
He proposes several other steps to defeat armed struggle in J&K:-
(1)carrying the psychological war into Pak occupied Kashmir and Pakistan.
(2)Be prepared to deal with the fresh influx of mercenaries from Afghanistan through Badakhshan .
(3)Launch special intelligence operations for contact information about hideouts and bases.
(4)Make the unified command genuinely unified.The proposals forwarded by general Mehta do not even hint to any peaceful method of resolving basic cause of tensions in the south Asia. Militarism is the only method which Indian generals believe in to end the present conflict between Kashmiris and Indians. Hence, we should not expect any positive development on Kashmir in the coming months. Mad campaign by BJP government against Kashmiris by perpetrating dreadful crimes on them and all along the LOC will be further stepped up and here lies the test of Kashmir leadership and Pakistan as to how they will focus on the one hand on solution of issue of suffering people and on the otherhand evolve result oriented strategy to compel India to agree to a durable solution of Kashmir under the aegis of UN.#END#
